The trial court properly excluded the exhibit. The officer testified he had compared the copy with the certified copy, but had never seen the original. This did not satisfy the Rules of Evidence. The copy was not self-authenticating. A copy of a seal is not the same as a seal. In these circumstances Evid. R. 1005 latitude on admission of copies for originals may not be further diluted with respect to the admissibility of photocopies under Evid. R. 1003 when public records are involved.
