Joseph E. Wilhelm
Chief Counsel, Death Penalty Division
Joseph E. Wilhelm has been with the Ohio Public
Defender since becoming a lawyer in 1991. He started
as an Assistant State Public Defender, and is now the
Chief Counsel of the Death Penalty Division,
overseeing all capital appeals.
Wilhelm earned his Juris Doctor degree from the
University of Cincinnati, where he was associate
editor of the Law Review. He also holds a Bachelor of
Science degree from Ohio University. Currently, he is
a member of the McMicken Society, and the UCATS, a
University of Cincinnati athletic booster.
Prior to law school, Wilhelm served on active duty
as Commissioned Officer in the United States Navy
Reserve.
Wilhelm has practiced before the Ohio Supreme
Court, various Ohio Court of Appeals and Common Pleas
courts, the United States Supreme Court, the United
States Court of Appeals for the Sixth Circuit, and the
United States District Court for the Northern and
Southern Districts of Ohio. He has published
"Ohio’s Death Penalty Statue: The Good, The
Bad, and The Ugly" with co-author Kelly L.
Culshaw in the Ohio State Law Journal, Death Penalty
Symposium issue.
