Richard J. Vickers
Group Supervisor, Death Penalty Division
Richard J. Vickers has been with
the Ohio Public Defender since 1986, starting as an
Assistant State Public Defender in the death penalty
division, later working as Supervisor of
Investigations, and is currently serving as Group Supervisor
in the Death Penalty Division. He also
served as liaison with the Southern Ohio Correctional
Facility and the Mansfield Correctional Institution
regarding death row prisoner issues.
Vickers earned his Juris Doctor
degree from the Capital University School of Law in
1986, graduating with the Order of the Curia. He also
holds a Bachelor of Arts in English Literature from
Marietta College, having won the Emerson Prize for
Composition of Poems in 1971.
Since working with the Ohio Public
Defender, Vickers has presented one case to the United
States Supreme Court, argued seven cases before the
Ohio Supreme Court, and numerous cases to the various
courts of appeals in Ohio. He has spoken at over
twenty-seven seminars training attorneys in the area
of capital litigation, giving lectures on such topics
as: "When All Else Fails: Last Minute Litigation
and Preparing for the Execution of Your Client;"
"Litigating Issues of Mental Retardation;"
and "Fundamentals of Firearms Functioning and
Ballistics Evidence." Vickers has also
contributed to the Ohio Capital Litigation Reporter.
In his spare time, Vickers is a
competitive runner, fencer, and certified spinning
instructor. He also has volunteered his time at
Operation Feed, United Way, the United Negro College
Fund, Capital Area Humane Society, and the Ohio Center
for Law-Related Education.
