John Bay
Chief Counsel, Legal Division
John Bay has been with the Ohio Public Defender since 1980. He began his work here as an Assistant Public Defender in the Legal Division. He became a supervising attorney in 1989 and has been Chief Counsel for the Legal Division since 1995.
Bay earned his Juris Doctor degree from Capital University Law School, located here in Columbus, in 1980. He also holds a Bachelor of Science in Business Administration from The Ohio State University. Prior to working with the Ohio Public Defender, Bay was the Master Commissioner for The Ohio Supreme Court. As Master Commissioner he reviewed death penalty cases and prepared bench memorandum for the Justices.
Bay has argued two cases before the Ohio Supreme Court, and four cases before the United States Court of Appeals for the Sixth Circuit. He has also presented at various state seminars including a presentation on ineffective assistance of counsel for the Ohio State Bar Association and training for parole violation hearings for the Hamilton County Public Defender.
